Car Insurance in Qatar: What's Mandatory and Who Offers It
Third-Party Liability insurance is the legal minimum to register a car in Qatar. Here is what that covers, well-known insurers, and how it ties to registration.

Every car on Qatar's roads needs valid insurance to be legally registered, and the minimum requirement is narrower than many new residents expect. This guide covers what is mandatory, well-known insurers, and what to check. We read general reporting and each insurer's own site in September 2026.
What is mandatory
Third-Party Liability, commonly called TPL, is the statutory minimum insurance in Qatar. It covers your legal liability for injury or damage you cause to other people and their property, but it does not cover damage to your own vehicle. Qatar's Traffic Law requires a valid TPL policy as part of the vehicle registration process, and the Ministry of Interior's own renewal service states that the insurance on file must be valid for at least one year. See our guide to vehicle registration renewal problems for the registration process itself.
TPL versus comprehensive
TPL is the legal minimum, not necessarily what you want. Comprehensive insurance, sold as an upgrade by every major insurer, adds cover for damage to your own car, including from accidents that are your fault, theft, and often fire. For a new or financed car, a lender may require comprehensive cover as a condition of the loan, regardless of the legal minimum.
Well-known insurers
| Insurer | Known for |
|---|---|
| QIC (Qatar Insurance Company) | Qatar's oldest domestic insurer, founded in 1964; market leader by written premium; offers car, travel, home, and other lines |
| QLM (QLM Life & Medical Insurance) | Focused on life and medical insurance, part of the wider QIC group structure |
| Doha Insurance Group | Personal and corporate cover including motor, travel, and healthcare |
| Qatar Islamic Insurance Company (QIIC) | Sharia-compliant motor and other insurance products |

What happens without valid insurance
A vehicle cannot be registered or have its registration renewed in Qatar without a valid insurance policy on file, since this is built into the Ministry of Interior's registration requirement. Driving without valid insurance is reported to carry fines and can add points against a driving license. We did not verify the exact fine amount, so confirm current penalties with the Traffic Department if this applies to you.
What to check before you buy
- Whether the quote is for TPL only or includes comprehensive cover, since the price difference reflects a real difference in what is covered.
- The excess, or deductible, you would pay toward a claim.
- Whether the policy covers you to drive in neighboring GCC countries, if you plan to.
- The policy period, and that it meets the Ministry of Interior's at-least-one-year requirement for registration.
What we could not verify
- Current premium prices for any insurer or vehicle type.
- The exact fine for driving without valid insurance.
- A complete list of every licensed motor insurer in Qatar.
