How to Get a Police Clearance Certificate in Qatar

A Good Conduct Certificate, generally known as a police clearance certificate, is a separate service from filing a police report, and it confirms whether you personally have a criminal record rather than reporting an incident. This guide follows Hukoomi's own Ministry of Interior page directly, and flags a content problem we found on a related embassy-route page. We read both in September 2026.

What this certificate is for

Hukoomi's page states individuals, whether citizens or residents, may submit a request to the Criminal Evidences and Information Department at the Ministry of Interior to issue a good conduct certificate for study or employment, as well as other purposes such as marriage and commercial activities.

Applying online

Hukoomi's steps are:

1. Log in with your smartcard to the MOI e-services portal.

2. Select the required transaction type, Personal for a smartcard owner, or Company Name for an authorized person.

3. Click Certificates and Reports, then Good Conduct Certificate.

4. Select Application Request, choose the purpose of the certificate, and enter the required details.

5. Attach the required documents based on the certificate's purpose, either scanned or uploaded from your device.

6. Enter your debit or credit card details to pay the fee, then submit.

Applying offline

Hukoomi's page describes downloading and filling out the paper form, then submitting it to the Criminal Evidences and Information Department, attaching the documents listed on the form for your specific purpose.

Fees

A fee of QR10 applies per application.

Where to go in person

Hukoomi's page lists two locations: the Criminal Evidences and Information Department on Salwa Road, or the Criminal Evidences and Information Office at the Ministry of Labour, which the page states is for employment and study purposes only.

Hukoomi's page confirms this service is also available via Metrash.

Applying from outside Qatar, and a content problem we found

Hukoomi's own page for this Ministry of Foreign Affairs route states that former residents who have permanently left Qatar may apply for a good conduct certificate at any Qatari diplomatic or consular mission abroad, to use it in their private affairs, and that no fees are required. However, the step-by-step instructions listed on that specific page describe logging into Metrash and issuing a residence permit for a sponsored person, which does not match a certificate application at an embassy at all. This looks like a content error on Hukoomi's own site, where the wrong set of steps was published under this service. We are not repeating those steps here since they clearly do not describe this process. If you need this certificate from outside Qatar, contact your nearest Qatari embassy or consulate directly for the actual application steps, rather than relying on the steps currently listed on that page.

How this differs from filing a police report
