Vaping and E-Cigarettes in Qatar: The Ban, Penalties and Travelling With a Vape
Quick answer
Vaping is reported to be banned in Qatar. Customs guidance lists electronic smoking devices, including e-cigarettes, e-shisha and heated tobacco, as prohibited items, and one report gives a penalty of up to QAR 10,000 or 3 months in prison. Do not pack a vape for a trip to Qatar. Normal cigarettes are legal, with limits on where you can smoke and how many you can bring.

A vape in a carry-on bag is a small thing in most countries and a real problem in Qatar. This guide explains what the reports say about the ban, what it covers, what visitors should do and where the rules on ordinary cigarettes differ. We used a 2019 report in The Peninsula, a Doha Guides customs list updated in November 2025 and tobacco control summaries from the Global State of Tobacco Harm Reduction. We could not read the law text, so the penalty figures are reported and may have changed. It is general information, not legal advice.

Is vaping illegal in Qatar?

Yes, according to every source we found. The Peninsula reported in April 2019 that Qatar's criminal courts had sentenced some people to prison and fined many for supplying and using e-cigarettes that were brought into the country illegally, and that promoters and suppliers are also punished. The court's view, as reported, is that e-cigarettes are a health hazard and are not legal to use. Customs was told to seize them. A summary of the rules cites Article 7 of the Tobacco Control Law and says importing, selling, buying and using e-cigarettes are all prohibited.

What is the penalty?

SourceWhat it reports

The Peninsula, April 2019Prison for some, fines for many, shipments confiscated, no amounts given

Treat QAR 10,000 as the upper end that has been reported, not as a price list. We could not verify the figure against the law itself. One source also says e-cigarettes have been formally prohibited since January 2025, which we could not confirm elsewhere, and the ban is older than that in every other report.

What counts as an electronic smoking device?

The customs list names e-cigarettes, e-shisha and heated tobacco devices. A tobacco harm reduction page says heated tobacco products are treated the same way as e-cigarettes. Do not assume a heated tobacco stick device is allowed because it does not make vapor.

Can I bring a vape in my luggage as a visitor?

No. Customs guidance lists electronic smoking devices as prohibited, not restricted, so there is no permit route. Several travel advisories for the 2022 World Cup said the same. Leave the device, pods and liquids at home. If you arrive with one, expect it to be seized and possibly more. Also see what you cannot bring into Qatar and the duty free allowance.

What about normal cigarettes and shisha?

Cigarettes are legal. Customs guidance allows an adult to bring up to 400 cigarettes or the equivalent (for example 20 cigars, 300 g of pipe tobacco, 500 g of raw tobacco or 2 kg of hookah tobacco), with the total value not above QAR 3,000. Chewing and sniffing tobacco, listed by name as Sahmmah, Suwaikah and prepared paan, are on the prohibited list. The Peninsula said in 2019 that penalties for chewing tobacco were tightened and that the tobacco tax was doubled.

Smoking is restricted in many public places. A tobacco control summary says schools, universities, hospitals, health centres and restaurants and other places that sell food or drink to the public are covered, with a reported penalty of QAR 1,000 to QAR 3,000 for smoking or allowing smoking in a closed public place. It adds a reported penalty of up to QAR 3,000 for smoking in a car with a passenger under 18. Ask the venue before you light up, and check signs.

What should residents do?

  • Do not order vapes online for delivery to Qatar. Shipments are seized.
  • Do not buy from a seller on social media who says it is safe. Suppliers face penalties and so do buyers.
  • If you want to stop smoking, ask a doctor at your health centre about approved ways to quit.
  • If someone you know is caught, talk to a lawyer. A criminal case is different from an employment dispute.

Why is Qatar strict about vapes?

The courts and lawyers quoted by The Peninsula called e-cigarettes toxic and a risk to the lungs. Whatever you think of that view, the legal position is what matters for a traveller.

What we could not verify

  • The text of the Tobacco Control Law and the exact article and penalty for e-cigarettes.
  • Whether the ban was formally changed in January 2025.
  • Whether any exception exists for medical or personal use. We found none.
