Telecom Complaint in Qatar: Dispute a Bill and Escalate to the CRA
How to dispute a mobile bill that is higher than expected, how long you have, how to complain to Ooredoo or Vodafone, and when the CRA can step in.

A phone bill that is higher than expected is upsetting, and the deadlines are short. This guide explains the disputes deadline in Ooredoo's and Vodafone's own terms, how to build a complaint, and how the Communications Regulatory Authority (CRA) can help if the provider does not resolve it. The facts come from the two providers' terms and the CRA's complaint pages, read in September 2026. We say where the terms are silent.
Deadlines you must know
- Ooredoo's terms say any dispute about the billed amount must be reported within 45 days of the bill issue date, through its official Customer Care channels.
- Vodafone's postpaid terms say the same 45 day rule, and add that all billing complaints must be raised within 12 months of the bill, after which they become invalid.
Because both give 45 days, treat that as your working deadline, and contact the provider as early as you can. Keep proof of the date you reported it.
Why a bill may be higher
This is our analysis, not a provider statement. Common causes include usage outside your plan, roaming or international charges, paid services or subscriptions, a plan change, or a mistake. Check the itemized bill, your app's usage history, and any messages about plan changes before you call, so you can point to specific lines.
Do not ignore the bill
Ooredoo's terms say that if you do not pay by the due date, it may suspend, restrict, or disconnect your service or cancel your account, and that it removes a suspension after all outstanding balances are paid. Vodafone's terms say it reserves the right to suspend, restrict, or disconnect where payment is overdue, and will end the agreement after 180 days from the bill issue date if payment is not received in full.
Ooredoo's terms do not say whether the disputed amount can be held back while the dispute is open. So ask in writing, before the due date, whether service will be suspended during the dispute, and whether you can pay the undisputed part. Keep the answer.
Make the complaint
- Contact the provider through its official Customer Care channels. Vodafone's terms list 122 for postpaid customers, 800 7111 or 111 for prepaid customers, and 111 for GigaHome. Ooredoo says to use its official Customer Care channels, so use the number in its app.
- Say which bill and which lines are in dispute, the amount, and why you think it is wrong.
- Ask for a complaint reference number and write down the date and the name of the person you spoke to.
- Follow up in writing so there is a record.
Vodafone's terms say that when it receives a complaint it will investigate it and get back to you within a reasonable time. That is not a fixed period, so ask for a date.
When you can go to the CRA
Ooredoo's terms say that if a complaint is not resolved within 30 days, you may escalate to the CRA or to legal forums. The CRA's own page lists these situations:
- A mobile service connection problem unresolved for 48 hours, or a fixed line connection problem unresolved for 72 hours.
- Any other complaint unresolved for 30 days and still open.
- A provider that refused to accept your complaint.
- A case the provider closed when you were not satisfied with the solution.
The CRA says service providers are obliged to resolve valid issues, and that if you cannot reach an acceptable solution you can approach it. It says that when you do, it will investigate, may ask you for more details, may with your consent disclose your identity and complaint to the provider, and will keep you informed and tell you the outcome.
How to file with the CRA
- Call the 24/7 hotline 103, or +974 4406 9938 from abroad.
- Email [email protected], or use the online form, the CRA's Arsel app, or its @craqatar social accounts.
- Have ready your contact details, the affected service number, your ID card number, the provider's complaint reference number, a short description, and supporting documents such as bills, advertisements, and receipts.
The CRA's complaint form asks for the Ooredoo or Vodafone complaint reference number, which is why you should always get one. The Peninsula reported in March 2025 that the CRA resolved 96 percent of telecom complaints it received in 2024. That is a reported headline figure, and it does not tell you how your case will end.
A message you can adapt
"Hello, I dispute the amount on my bill dated 5 September for number 55XXXXXX. The charge of QAR 480 for international calls is not consistent with my usage, which I have not changed. Please investigate, send me the itemized details, confirm that service will not be suspended while the dispute is open, and give me a complaint reference number. Thank you."
What to keep as evidence
- The bill, the itemized details, and your usage history.
- The date you reported the dispute, and the reference number.
- Every message and the notes from each call.
- Screenshots of any plan or subscription changes.
Real problems people run into
- I noticed the bill after 45 days. Report it anyway and ask what the provider will do. Vodafone's terms give 12 months for billing complaints, but the 45 day rule still applies to disputes, so ask for a clear answer.
- The provider will not give a reference number. Ask again in writing. The CRA can accept a complaint where a provider refuses to accept it.
- The bill is due before the dispute ends. Ask in writing whether service will be suspended, and consider paying the undisputed part.
- I did not cause the charge. Ask for the itemized record. Do not share your one-time codes with anyone claiming to help.
