Bank Safe Deposit Box in Qatar: Access, What Happens If the Holder Dies and Unpaid Rent
Quick answer
Under Qatar's Trading Regulation Law, a safe deposit box can be opened only with two keys, one held by you and one by the bank, and only by you or an agent under a special power of attorney. If you do not pay after 90 days' notice, the contract ends automatically, and the bank can have the box opened in front of court officials. After a holder's death the bank may open it only with all concerned parties' consent or a court order.

People rent a bank box for documents, gold or cash and then forget the details when they move or die. This guide uses the English text of Articles 362 to 370 of Law No. 27 of 2006 on Al Meezan, which we read in October 2026. A bank's own contract may add terms, and we did not read any bank's contract. It is general information, not legal advice.

What the contract is

Article 362 defines a safe deposit as a contract under which the bank or any licensed entity keeps a specific container at its head office at the hirer's disposal for a set period, in return for a charge.

The bank's duties

Article 363 says the bank must take all measures to make the box secure and useful, is responsible for its custody, and must make sure it is sound and fit for use. The bank can deny responsibility only in exceptional circumstances. Article 364 adds that the bank must verify the identity of the hirer or agent before the box is opened, may not allow anyone else to open it, and must keep a register of the dates and number of times the box is opened.

The two-key system and agents

Article 364 says the box can be opened only with two keys together: one given to the hirer, one kept by the bank. The hirer returns their key at the end of the hire period. A different opening system is allowed if it achieves the same purpose. Only the hirer, or an agent with a special agency (a specific power of attorney), may open the box.

Joint holders and sub-letting

Article 365 bars sub-letting or assigning the hire unless agreed. Article 366 says if several people hire the box, each can use it alone unless agreed otherwise. If one of them dies, the bank, on learning of the death, may allow the box to be opened only with the consent of all persons concerned or a court order. This is the rule heirs face, so keep the paperwork and the key where family can find them. See also lost or damaged Qatar ID for identity documents you will need.

What you may not store

Article 367 bans items that endanger people or the place. If the bank suspects dangerous items, it must require the hirer to attend and empty the box, and if the hirer does not come, it can ask the court president for permission to open it with a person appointed by the court and make a report. Where immediate safety action is needed, the bank can open and empty the box on its own responsibility, by a committee of at least three bank officials, without notice or permission, and send the hirer a copy of the record.

Unpaid charges (Articles 368 and 369)

  • **90 days:** if the hirer does not pay the charges after ninety days' notice, the contract ends automatically without a court ruling (Article 368).
  • **Notice to empty it:** the bank then recovers the box after telling the tenant to empty it. The notice is valid if sent to the last address the hirer gave the bank (Article 369).
  • **If you do not come:** the bank can ask the court president for permission to open the box in front of executing officials, who prepare a report of the contents. The bank must keep the contents.
  • **After six months:** from the date of the inventory the bank may ask the court president to order the contents sold, with the proceeds deposited in court, or other action. The bank has a privilege over the contents and sale proceeds for the rent and expenses owed.

Practical point: if you leave Qatar, empty the box and give the bank your current address first, because notices go to the last address you gave.

Seizure by a creditor (Article 370)

A box can be attached. If the attachment is precautionary, the hirer can ask the court president to lift it or let them remove some contents. If it is for enforcement, the enforcement commissioner, after warning the hirer, opens the box by force once the person seizing deposits the costs, and the contents are sold under court procedures. If the hirer is absent and documents are inside, the bank keeps them sealed for five years, after which the matter goes to the court president.

Practical checklist

1. Keep the rental contract, charges receipts and your key in a safe place family know about.

2. Give the bank a current address and update it when you move. See first week in Qatar checklist and national address not updated.

3. Appoint an agent only through a special agency, and check the bank accepts it.

4. Do not store dangerous items.

5. Pay charges on time. After 90 days' notice the contract ends.

6. Empty the box before you leave Qatar for good. See cancelling your residence permit when leaving.

7. If a bank account is frozen, ask whether the box is affected. See bank account frozen.

What we could not verify

  • The charges, insurance limits and terms in each bank's contract, and whether banks still use the two-key system described in Article 364.
  • How banks and courts handle inheritance, since the law only says consent of all concerned or a court order is needed.
  • Any amendment to Articles 362 to 370 after the version we read.
  • How a special agency for opening a box is formally drawn up for use in Qatar.
