Government Jobs in Qatar for Expats: Where Vacancies Are Posted
Qatar has no single government job board for expats. Here is how the Ministry of Interior, Education, and Hamad Medical Corporation take applications, and what the Kawader platform is.

Government jobs in Qatar are advertised through the employing body's own portal, not one central website for expats. This guide follows Hukoomi's service pages, which we read in September 2026, and separates what they say from what we could not confirm.
How applications work
Hukoomi lists a separate Employment and Workplace service for each government employer. Each page we read said no fees are required. That is worth remembering, because unofficial agents and pages often charge for what is free.
Ministry of Education and Higher Education
Hukoomi says this service lets you apply for one of the ministry's vacancies through its Recruitment Portal. The steps it describes are:
1. Click Register on the portal's homepage, then log in or create an account.
2. Search for a job by scrolling or by keyword, choosing the job type and nationality in the search boxes at the top.
3. Click Submit next to a suitable job.
4. Fill in the application: personal information, educational qualifications, experience, attachments, and other information.
5. Attach your graduation certificate.
6. Click Save and Send on the Other Information page. A confirmation is sent to your mobile and email.
The page gives a technical support email, [email protected], and notes that Qataris are recruited through the Kawader platform.
Hamad Medical Corporation
Hukoomi describes HMC as encouraging people who want to be physicians, engineers, accountants, drivers, or in other careers to join it. You apply through the Opportunities to work with HMC page on HMC's website and choose Apply Online. Hukoomi adds that you can also send your CV without applying for a specific job.
Ministry of Interior

Other bodies
Hukoomi also lists application services for other bodies, including Kahramaa, Qatar National Library, and Qatar Foundation. We did not read those pages in detail, so check each on Hukoomi for its steps and eligibility.
What Kawader is
Kawader is a national employment platform run by the government. The Peninsula and other outlets describe it as displaying jobs across government and private sectors for Qatari citizens and children of Qatari mothers. Hukoomi's Ministry of Education page also says Qatari recruitment goes through Kawader. We found no indication that expats can register as job seekers, so we treat it as not for expats. Employers may also advertise through it.
Who tends to be hired
This is our own analysis, based on the employers above. The bodies whose Hukoomi pages mention non-Qatari applicants, such as the Ministry of Education's nationality filter and HMC's multinational workforce, are mainly in education and healthcare. We found no data on how many expat vacancies exist across government, and public sector roles may be limited or restricted by nationality, so do not assume a role is open to expats until you see its description.
Before you apply
- Read the vacancy description for nationality, qualifications, and experience requirements.
