Vehicle Ownership Transfer in Qatar: How It Works
Quick answer
To transfer vehicle ownership in Qatar, both buyer and seller need their Qatar ID, the original registration card (Istimara), and a valid insurance policy in the new owner's name. Apply through the MOI e-services portal, the Metrash app, or in person at the Traffic Department, and pay a QR100 transfer fee. Hukoomi's own page is the source for this process, and processing is commonly reported to take around three days.

Whether you are buying a used car privately or selling your own, the ownership transfer is a distinct step from registration renewal, and it has its own document list and fee. This guide follows Hukoomi's own service page directly. We read it in September 2026.

Who can use this service

Hukoomi's page states that Qataris, residents, companies, and organizations holding smart ID cards may submit a request to the Ministry of Interior to transfer vehicle ownership to another person or company, and pay the applicable fees.

Documents you need

  • The original vehicle registration card (Istimara).
  • Copies of the Qatar ID for both the buyer and the seller.
  • A valid insurance policy issued in the new owner's name.
  • For a mortgaged vehicle, authorization from the mortgagee, meaning the bank or financial institution managing the loan.

How to apply online

1. Log in with your smartcard to the MOI e-services portal.

2. Select the transaction type: Personal for a smart card owner, or Company Name for an authorized representative.

3. Click Traffic Services, then Vehicles, then select Vehicle Ownership Transfer.

4. Enter the vehicle number and the new owner's information.

5. Choose how the new registration card is delivered: in person or by mail courier.

6. Pay the fees and print or save your receipt.

How to apply through Metrash

Hukoomi says the transfer can also be completed through the Metrash mobile app, with both the buyer and seller needing the app installed and registered with their Qatar ID. The seller starts the process by selecting Traffic Services, then Vehicle Ownership Transfer. Hukoomi notes that only the technical inspection, if one is needed, requires in-person attendance, meaning the transfer itself can be completed digitally.

How to apply in person

1. Download, print, and fill out the paper application form.

2. Bring the original vehicle registration card, ID copies for both parties, and the insurance document under the buyer's name.

3. Bring the car itself, along with its registration card, to the MOI Traffic Department.

Fees

Hukoomi lists a flat transfer fee of QR100. General reporting describes the processing time as around three days, after which the new owner receives a registration card with their details, though we could not verify that timeline directly on Hukoomi's page.

Special cases Hukoomi covers

SituationWhat Hukoomi says
Company transferA signed transportation approval and a sealed letter with a copy of the company registration card are required
Mortgaged vehicleTransfer can be made after approval from the mortgagee under an ownership transfer authorization
Sold through a car agencyThe agency's seal on the authorization card is accepted if it matches the authorization card, with a sealed copy appended to the buyer and seller IDs and signatures
Sold through courts or auctionTransfer can be made without the original owner's involvement, based on a court order or a letter from the competent authority
GCC citizensMust attend in person to sign and show their ID
Residents not working in government institutionsA letter from the sponsor is required

Buyer and seller responsibilities, in practice

Hukoomi's page describes the required documents without assigning every task to a specific party, so here is how these generally divide, based on what each document implies. This is our analysis, not an official division of duties.

  • The seller is generally the one who initiates the process, since Hukoomi's Metrash description has the seller selecting Vehicle Ownership Transfer to start the request.
  • The buyer is responsible for arranging insurance in their own name before the transfer completes, since the new policy needs to already exist under the new owner's name as part of the document set.
  • Both parties need their Qatar ID ready, and both may need to be present or otherwise confirm the transaction, depending on the channel used.
  • For a financed vehicle, the seller is generally the one who needs to clear the outstanding loan or obtain the mortgagee's authorization before a buyer can complete the purchase, since the encumbrance sits against the existing owner's registration.

Before your appointment or online session

  • Confirm the vehicle's current registration is not itself expired. See our guide to the vehicle registration grace period and expired Istimara if it is, since an expired registration may need to be renewed before or alongside the transfer.
  • Check for outstanding traffic fines against the vehicle. See our guide to checking and paying traffic fines, since unresolved fines can complicate a transaction even if Hukoomi's transfer page does not list them as a blocking requirement.
  • Agree in advance, as buyer and seller, on who pays the QR100 fee, since this is a private arrangement between the two of you.
  • If the vehicle needs a Fahes inspection soon, decide whether that happens before or after the transfer, since the inspection is tied to the vehicle, not the specific owner.

What happens if something goes wrong mid-transaction

This is our analysis, since Hukoomi's page does not walk through dispute scenarios. If a buyer and seller disagree after a deposit has changed hands but before the transfer is complete, that is a private contractual matter between the two of you, not something the Traffic Department resolves. Put the terms of a private sale in writing before money changes hands, including the agreed price, the current condition of the vehicle, and who is responsible for the QR100 fee and any outstanding fines, so you have something to point to if a disagreement comes up.

Transferring a vehicle you inherited

Hukoomi's page describes the standard buyer-and-seller transfer, and does not detail an inheritance-specific process. If you are transferring a vehicle as part of an estate rather than a sale, this is likely to involve additional documentation tied to the inheritance itself, potentially through a court or notary, before the Traffic Department will process a straightforward ownership transfer. We did not verify this specific process this session, so treat it separately from a normal purchase, and confirm the exact steps with the Traffic Department or a lawyer handling the estate.

Transferring plates versus transferring the vehicle

It is worth distinguishing this service, which transfers ownership of the vehicle itself, from a separate Hukoomi service for transferring ownership of a vehicle's significant or fancy plate number, which is a different transaction with its own process. If you are buying or selling a vehicle specifically for its distinctive plate number, confirm with the Traffic Department whether that needs to be handled as a separate step from the general ownership transfer described here.

After the transfer

Once approved, the new owner receives an updated registration card. If you are the buyer and the vehicle is older, check whether it needs a Fahes inspection before its next registration renewal. See our guide to a failed Fahes inspection if it does not pass. If you bought the car from a dealer rather than privately, see our guide to used car dealers in Qatar for what a certified dealer program typically includes. If you are the seller, keep a copy of your side of the paperwork and the receipt from the transaction, since you may need to show that the vehicle was no longer registered to you if a question comes up later, such as a traffic fine issued after the sale date.

Common mistakes

  • Forgetting that insurance must be reissued in the new owner's name before the transfer, not after.
  • Not getting mortgagee approval first for a financed vehicle, which can hold up the transfer entirely.
  • Assuming a private sale skips the agency-seal requirement if the car was originally bought through a dealership and is still on a dealer authorization card.
  • Not confirming who pays the QR100 fee before the appointment, since this is a private arrangement between buyer and seller, not something Hukoomi specifies.

What we could not verify

  • The exact processing time, beyond a commonly reported figure of around three days.
  • Whether the QR100 fee is the only cost, or whether additional charges apply in special cases such as company transfers.
  • What happens if the seller cannot be present, outside of the court or auction exception Hukoomi lists.
