Qatar's car rental market is served mainly by international brands, alongside some local operators. This guide lists the well-known international chains, since these are easiest to verify and compare, and gives practical points to check before booking. We checked each brand's own site in September 2026.

We only list the internationally branded companies we could directly verify through their own sites, since these are easiest to confirm as legitimate and consistent across locations.
What to check before you book
- The fuel policy, since some companies require a full tank return and others charge a flat refuel fee.
- The mileage limit, if any, and the cost per extra kilometer.
- What insurance is included, and what the excess or deposit is if you need to make a claim.
- Minimum age and license requirements, since these vary by company and by vehicle category.

Can you drive on your foreign license? What the law says
The rule comes from Article 29 of Qatar's Traffic Law, Decree-Law No. 19 of 2007, which we read on Al Meezan, Qatar's official legal portal, in September 2026. It says no one may drive a motor vehicle on the road without a driving license from the Licensing Authority, then lists exemptions. Three matter for renters:
- Citizens of the Gulf Cooperation Council states holding valid licenses from their own states are exempt, with the license to be replaced by a Qatari one on expiry if the holder is still in the country.
- Visitors and tourists holding a valid non-Qatari driving license, who undertake to submit that license to the Licensing Authority within fifteen days of entering the country, to be held for the period they are allowed to stay or a period the Authority sets.
- Visitors and tourists holding valid international driving licenses.
Hukoomi's Ministry of Interior page for issuing a driving license adds the limit: it says tourists and visitors holding valid international driving licenses may drive with them for a maximum of six months, verified through the passport entry date, and that foreigners staying in a GCC country who visit Qatar on a GCC-issued license may drive for no more than three months. Many websites also quote a seven-day rule for rental cars, which we did not find in Article 29 or on the Hukoomi page, so treat it as unconfirmed. The rental company sets its own conditions on top of the law, so ask which documents it requires before you book.

Fines, damage, and the paperwork
These are general practical points, not official advice.

- Photograph every panel, the windscreen, the wheels, and the fuel gauge at pickup and again at return.
- Write down what the insurance excess is before you sign, and what is excluded, such as tires or the underside.
- Keep the rental agreement, the return receipt, and the fuel receipt until any deposit is released.
