How the Healthcare System Works in Qatar

What the health card actually covers, when private care is worth it, and the insurance rule expats often miss before arrival.

How the Healthcare System Works in Qatar
Quick answer
Public healthcare in Qatar runs through Hamad Medical Corporation, which runs hospitals, and the Primary Health Care Corporation, which runs health centers. A health card lets citizens and residents use both, with consultations and non-emergency treatment subsidized, though PHCC says some may cost extra. Visitors need valid health insurance to enter. For emergencies call 999. Private care suits faster specialist access.

Qatar's healthcare has a public system that residents with a health card can use and a private sector that fills gaps in speed and specialist choice. This guide was rewritten in September 2026 from the Primary Health Care Corporation's own pages, Hukoomi services, and the Ministry of Interior's visit visa portal, and it separates what they say from what we could not confirm.

The public system: HMC and PHCC

PHCC's health card page says citizens and residents can apply for a health card to access services at any PHCC health center and at Hamad Medical Corporation's facilities or hospitals. In practice, PHCC health centers handle everyday primary care, while HMC runs the hospitals. Hukoomi describes HMC as the leading healthcare provider for over two million people, including citizens, residents, and workers.

PHCC's Facts and Figures page lists 66 services and reports about 5.77 million patient visits, including about 473,000 urgent care visits and about 373,000 dental visits, for 2025. It lists 19 health centers, but news reports in 2026 refer to 29 and 31 health centers, so we cannot say how many there are. Check PHCC's own map for the center nearest you.

The health card

PHCC says the card contains your ID number, nationality, photo, and date of issue, and is available to citizens and residents. It says consultations or non-emergency treatments may cost extra but are subsidized for holders of a valid card, and that holders can fill prescriptions at government-run pharmacies at subsidized rates. So the card is not free treatment. It reduces what you pay.

Urgent care and emergencies

For an emergency, call 999 or go to an emergency department. The Peninsula reported on 8 March 2026 that PHCC provides 24/7 urgent care at selected facilities. We could not reconcile the list of centers in the report, so check PHCC's map and hours before you go. PHCC's Facts and Figures page shows urgent care as one of its busiest services.

Health insurance

The Ministry of Interior's visit visa portal states that a valid health insurance policy from insurers registered with the Ministry of Public Health is required to enter Qatar. For residents, we did not find an official statement on how insurance and the health card work together, and employer arrangements vary. Finding care and checking licences

The Ministry of Public Health runs free online directories on Hukoomi: Find Pharmacy, including an Always Open filter for 24/7 pharmacies, Find Health Facility for licensed facilities, and Find Physician for licensed doctors. When private care makes sense

This is our own view. Private hospitals and clinics often mean shorter waits and more specialist choice, at a higher cost unless your insurer or employer covers it. Public care may suit routine needs if you hold a valid health card. Check that any private facility appears in the ministry's licensed facility list before you book. Common problems

  • I do not have my health card yet. Use the Nar'aakom app to apply, and check the status through PHCC. In an emergency, call 999.
  • My insurance starts after I arrive. Ask HR for the exact date and arrange cover for the gap.
