Convert Your Foreign Driving Licence in Qatar: Approved Countries, Documents and Fees
Can you swap your home country licence for a Qatari one without a test? How the approved country list works, the documents, the reported QAR 250 fee for 5 years, who must take a road test and what the driving school route costs.

Most expats arrive in Qatar already holding a licence, and the first question is whether it can be swapped or whether they must start again at a driving school. The honest answer depends on which country issued it. This guide uses a Qatar Living guide dated 3 September 2026, an older Peninsula report on who can convert and our own reading of Qatar's traffic rules. We could not read Hukoomi or the ministry's approved list, so treat the amounts as reported, and confirm them in Metrash or at the Traffic Department. It is general information, not legal advice.
Do you need a Qatari licence at all?
Yes, if you are a resident. Qatar Living says residents must hold a Qatar driving licence, and that visitors have a limited period on a foreign or international one. See driving in Qatar as a visitor for the visitor rules. Driving without a valid licence is a criminal offence, covered in penalties for driving without or with an expired licence.
Which licences convert without a test?
Qatar Living reports that a valid, unexpired licence from a country on the Ministry of Interior's approved list can be converted directly. It says the list generally includes most GCC states, many European countries, the United States, Canada and Australia, among others, but it does not name them. It points readers to the MOI e-services portal or the Licensing Affairs office for the current list, which is updated from time to time.
| Your licence | What to expect | Source |
|---|---|---|
| From a country on the approved list | Direct conversion, no test | Qatar Living, September 2026 |
| From a country not on the list | A road test, or the driving school route | Qatar Living, September 2026 |
| Some GCC licences (Saudi, Kuwaiti, Bahraini, Emirati, Omani) | Some holders have been asked to take a road test since 2024 | Qatar Living, September 2026 |
| Expired home licence | Not accepted for direct conversion | Qatar Living, September 2026 |
A 2015 Peninsula report said the Traffic Department had stopped direct tests for holders of licences from several Asian and African countries, naming India, Pakistan and Bangladesh, and that the exchange privilege would be left to GCC citizens. That report is about ten years old and the 2026 guide gives a different picture for the GCC. If you hold a licence from one of those countries, assume you will be tested until the ministry tells you otherwise.
Documents you will need
- Your Qatari ID, so your residence must already be in place.
- The original home country licence, valid and in date.
- An eye test certificate from an approved clinic.
- A certified translation if the licence is not in Arabic or English.
- A passport copy and passport size photos.
- Your sponsor's no objection letter, if the office asks for it.
Qatar Living puts the eye test at about QAR 25 to QAR 50 and a certified translation at about QAR 100 to QAR 150.
How much does it cost?
| Item | Reported amount |
|---|---|
| Licence for a non-Qatari resident | QAR 250, valid 5 years |
| Licence for a Qatari citizen | QAR 500, valid 10 years |
| Temporary licence for a visitor | QAR 150, valid 3 months |
| Total for a direct exchange | About QAR 400 to QAR 450 |
| Total with a road test | About QAR 475 to QAR 525 |
| Driving school route | About QAR 3,800 to QAR 4,300 |
The QAR 250 figure also matches the renewal fee reported in our guide to renewing your Qatar driving licence. The totals are Qatar Living's estimates, not ministry prices.
The steps, in order
1. Check whether your country is on the approved list.
2. Get the eye test.
3. Get the licence translated if you need to.
4. Apply at the Traffic Department's Licensing Affairs office, or start through the MOI e-services portal where the service is available. We found no source confirming that foreign licence conversion is a Metrash service, so plan on going in person.
5. Take the road test if you are asked to.
6. Pay the fee and collect the licence.
Qatar Living says an approved country exchange with every document ready can be finished in one visit. Allow more time for the eye test, translation or a road test. The ministry call centre is listed as 2347000.
If your country is not on the list
Then you are treated like a new driver with experience. A source says an applicant with a valid foreign licence may be sent to an approved driving school for a direct test instead of the full course. Others go through the whole course. The ministry's own list of requirements, quoted in a QNA item in April 2026, says applicants must be at least 18 for a light vehicle and 21 for other vehicle types, hold a valid residence permit, pass a medical examination and pass theory and practical tests at an accredited driving school. Our guide to getting a driving licence in Qatar walks through that route.
Mistakes to avoid
- Driving on your home licence after you have become a resident.
- Letting the home licence expire before you apply, because an expired one is not accepted for direct conversion.
- Arriving without a translation when the licence is in another language.
- Assuming a friend's experience applies to you. The list depends on the country of issue.
- Paying an agent a large fee for something that costs a few hundred riyals.
After you convert
Put the expiry date in your calendar and see the expiry date planner. If you lose the card, read replacing a lost licence. For everything else about a car, start with our guide to owning and driving a car in Qatar, and if you have just arrived see the first week checklist.
What we could not verify
- The approved country list, which the sources do not publish.
- Hukoomi's page on converting a foreign licence, which was blocked.
- Whether Indian, Pakistani and Bangladeshi licences can be exchanged today. The 2015 report says no, and no 2026 source says otherwise.
- Whether the whole process can be started online.
