Driving Without a License or With an Expired License in Qatar: Penalties

What the Traffic Law says about driving without a license, driving after your license has expired, repeat offences and impoundment, and who is exempt, such as tourists with an international license.

Under Article 94 of Qatar's Traffic Law (Law No. 19 of 2007), driving without a license can bring 1 month to 3 years in prison or a fine of QR 10,000 to QR 50,000. A second or later offence carries a mandatory sentence of at least a week and a fine of QR 20,000 to QR 50,000. Driving on an expired license falls under Article 95, with 1 week to 1 year or QR 3,000 to QR 10,000.

Few things worry expats more than a licence that has quietly expired. This guide uses the English text of the Traffic Law on Al Meezan, Qatar's legal portal, which we read in October 2026. The article numbers below come from that text, which has been amended (for example by Law No. 5 of 2010), so confirm current figures before relying on them. It is general information, not legal advice.

The basic rule (Article 29)

Article 29 says no motor vehicle may be driven on the road unless the driver holds a license from the Licensing Authority that entitles them to drive that vehicle. Article 30 lists the types, such as motorcycle, light vehicle, heavy vehicle, and learner licences.

Who is exempt

Article 29 exempts four groups.

1. Holders of licences issued by the armed forces, police or other security bodies, for those bodies' vehicles only.

2. Citizens of GCC states holding valid licences from their own states. These must be replaced with a Qatari licence on expiry if the holder is still in the country.

3. Visitors and tourists holding valid non-Qatari licences who undertake to submit them to the Licensing Authority within fifteen days of entry.

4. Visitors and tourists holding valid international driving licences.

Penalty for driving without a license

Article 94 covers offences under Article 29, first paragraph. The penalty is either imprisonment of not less than one month and not more than three years, or a fine of not less than QR 10,000 and not more than QR 50,000. Anyone who commits a second or later offence under Article 29 faces, in the text's words, a single mandatory term of not less than one week and not more than three years and a fine of QR 20,000 to QR 50,000. The English wording is compressed, so ask a lawyer how the two parts combine.

Expired license (Articles 35 and 36)

Article 35 says licences are valid for ten years for Qataris and five years for non-Qataris, and are renewable for the same terms on payment of the fee. Article 36 says licences shall be renewed within thirty days of the expiry date, that the Executive Regulation sets the procedure, and that no motor vehicle may be driven without renewing the license.

Article 95 lists offences under Article 36, second paragraph, with a sentence of not less than one week and not more than one year in prison, or a fine of QR 3,000 to QR 10,000. We read this as the penalty for driving after the licence has expired, but the English wording of the article is not perfectly clear. Renew before the date. Repeat offences and fines

  • **Recurrence (Article 98).** The penalty is at least doubled if a similar offence is committed within one year of finishing the sentence or of the sentence lapsing.
  • **No moratorium (Article 99).** There is no suspension of a fine or of a sentence for a repeat offence.

Impoundment and suspension

Article 87 lets the Director of the Traffic Department or a delegate suspend a driving licence, a vehicle licence including plates, or both, for up to ninety days when certain offences listed in Article 100 are committed. Article 100 lets a court suspend a licence or a vehicle licence for one to six months after a conviction for listed offences, and the suspension starts after any prison sentence is served. The list includes offences in Chapter III of the law, the chapter on validity and renewal of licences (Articles 35 and 36), so driving on an expired licence appears to be covered. We did not see Article 29 itself in the list.

What to do

3. If you are a visitor, carry your passport, your home licence and, if you have one, an international licence.

  • The exact grace period for renewing a licence in practice, because Article 36 is awkwardly worded in English.
  • Whether insurance still pays in an accident when the licence has expired.
