Driving in Qatar as a Visitor: International Permit, GCC Licence and Temporary Licence

Driving in Qatar as a Visitor: International Permit, GCC Licence and Temporary Licence
Quick answer
A visitor can generally drive in Qatar on an international driving permit for up to 6 months from entry, or on a GCC licence for up to 3 months, according to Qatar Living (July 2026). A temporary Qatari licence costs a reported QAR 150 and lasts 3 months. Residents must hold a Qatari licence, and other home licences are not automatically accepted, so confirm with the Traffic Department.

Visitors who want to rent a car need to know whether their licence is good enough before they land. The rules differ by licence type, and driving on the wrong one can be a criminal matter. This guide uses a Qatar Living guide to driving in Qatar dated 30 July 2026 and a second Qatar Living guide on licence conversion from September 2026, and links our own pages on the traffic law. We could not read Hukoomi, so check the ministry before you rely on any period. It is general information, not legal advice.

Which licence can a visitor use?

LicenceHow long a visitor can use it
International driving permitUp to 6 months from the date of entry
GCC licenceUp to 3 months
Temporary Qatari licence3 months, can be extended
Other approved home country licenceMay be accepted for a short time, not automatic

Qatar Living adds that an approved home country licence may be accepted for a short period, but visitors should confirm eligibility with the General Directorate of Traffic first, since approval is not automatic. An international permit is not a licence on its own. It is a translation that you carry together with your home licence.

What about renting a car?

Qatar Living says visitors with an international or temporary licence are generally limited to rental cars, because private car insurance commonly requires a full Qatar licence. Rental companies set their own rules on age, deposits and licence checks, so ask before you book. See our guide to car rental companies in Qatar, which also answers whether you need an international permit to rent.

How to get a temporary licence

A temporary licence for visitors is reported at QAR 150 and valid for 3 months. Qatar Living lists it alongside the conversion process and says to apply at the Traffic Department or through the MOI e-services portal where available. We could not confirm the documents for the visitor version, so ask the Traffic Department.

What if you become a resident?

Residents must hold a Qatari licence. If you arrived as a visitor and then get a residence permit, the time limits above stop being your safety net. Read how to convert your foreign licence before the period runs out. Make sure your visa status is also in order: see visa free entry, visa on arrival and Hayya and types of Qatar visas.

Rules every driver should know

  • Handheld phone use while driving is prohibited.
  • The driver and the front seat passenger must wear seatbelts, and all passengers should.
  • Children under 10 must not sit in the front seat while the car is moving.
  • Speed limits are on road signs and are enforced by fixed and mobile cameras. Qatar Living gives no numeric limits.
  • Carry your licence and show it to police on request. Metrash offers digital documents, but we found no source saying a digital copy replaces the card.
  • The minimum age is 18 for light vehicles and motorcycles and 21 for heavy vehicles.

What happens if you drive without the right licence?

Qatar Living reports that driving without a valid licence can bring one month to three years in prison, a fine of QAR 10,000 to QAR 50,000, or both. That matches the law text we read for our guide on driving without or with an expired licence. Fines are recorded electronically, and unpaid ones can block renewals and travel, see checking and paying traffic fines and how to check a travel ban. If you drive a rental car, the fine reaches you through the rental company, and it may charge an admin fee. We found no source for that amount.

A simple plan before you drive

1. Check which licence you hold and how long it is valid for visitors.

2. Carry your home licence and the permit together.

3. Rent from a company that confirms your licence in writing.

4. Count the days from your entry date so you know when the period ends.

5. If you are staying long term, start conversion early.

What we could not verify

  • Hukoomi's page for visitor licences, which was blocked.
  • The documents for the QAR 150 temporary licence.
  • Which home country licences are accepted for a short period.
  • Whether a digital licence in Metrash is accepted at a traffic stop.
