Document Attestation for Qatar: MOFA Steps, Fees and Degrees
Quick answer
To use a document issued abroad in Qatar, submit it through the Ministry of Foreign Affairs (MOFA) e-services portal or in person at the Department of Consular Affairs. MOFA sends it to the Qatari mission in the issuing country for attestation. Its page lists a QAR 150 completion fee and a QAR 120 mission fee, plus the host country's own fees. Qatar does not use apostilles.

Degrees, marriage certificates, birth certificates and court papers from another country are not accepted in Qatar as they are. They have to be attested first. If you skip a step, a visa, a job or a family sponsorship can stall.

This guide uses MOFA's own page on completing attestation outside Qatar and a search summary of a Qatar Living article on attesting a degree. We could not open the Qatar Living page, so its local steps and fees are marked as unverified. Rules differ by country, so check with the Qatari embassy in the issuing country.

What is attestation, and why not an apostille?

Attestation means officials confirm in turn that a signature, stamp or document is genuine, so the next country can trust it. A Hungarian embassy notice in Doha, reported in search results, says Qatar has not joined the Apostille Convention, so attestation applies. That matches what residents report.

How to attest a document issued abroad

MOFA's page describes this route for documents issued outside Qatar:

1. Submit your case through the MOFA e-services portal (an account is needed) or in person at the Department of Consular Affairs building.

2. MOFA sends the documents to the Qatari mission in the country where they were issued.

3. If the host country's foreign ministry has not authenticated them yet, that step is done first.

4. The Qatari mission attests the documents for use in Qatar.

5. The documents come back to Qatar for official approval.

In-person applications are accepted Sunday to Thursday, 7:30 am to 1 pm. MOFA lists the Government Contact Center (109) and the Attestation Department (4011 1188).

What does attestation cost?

MOFA's page lists a QAR 150 attestation completion fee and a QAR 120 fee for the Qatari mission abroad, plus the host country's foreign ministry fees, which vary. The same page also shows "0.00 QAR" under processing fees, which conflicts with those figures, so confirm the total before you pay. The page gives no processing time.

University degrees: the accreditation rule

MOFA says an educational certificate must come from an accredited and recognized university that is on the Ministry of Education and Higher Education's list. A degree from an unlisted institution may not be attested. Check the list before you pay for any step abroad.

Attesting a Qatari document for another country

A summary of an online guide says Qatar-issued documents are attested through the MOFA e-services portal, with login through the National Authentication System, upload of a clear copy, payment after approval, and original documents required. It gave about QAR 100 per standard certificate plus QAR 40 for delivery. This comes from a secondary source, so treat it as unconfirmed. The UAE embassy in Doha reportedly requires Qatar-issued documents to be attested by MOFA first.

Common mistakes

  • Starting in Qatar when your country needs its own ministry to authenticate first.
  • Using a copy when an original is required.
  • Forgetting the Arabic translation. A related power of attorney guide says non-Arabic documents need a certified translation. See power of attorney in Qatar.

If the documents are for a visa, see Qatar work visa from abroad and the family visa guide.

What we could not verify

  • A MOFA list of required documents per type. The page does not give one.
  • Processing times and the current local attestation fees.
  • Which countries need extra steps.

Frequently asked questions

Does Qatar accept an apostille?+

A report in search results says Qatar has not joined the Apostille Convention, so documents go through attestation instead. Confirm with MOFA.

How much does MOFA attestation cost?+

MOFA's page lists QAR 150 plus QAR 120 for the Qatari mission abroad, and the host country's fees on top. The page also shows 0.00 QAR for processing fees, so confirm the total.

Can any university degree be attested?+

No. MOFA says the university must be accredited and on the Ministry of Education and Higher Education's list of recognized universities.
