Qatar Work Visa From Pakistan, India and Other Countries: The Steps and Documents
Quick answer
A Qatar work visa is applied for by the employer. The worker secures a job through a licensed channel, signs the contract and takes the medical and biometrics at a Qatar Visa Centre in their home country, and the employer provides the ticket once the visa is approved. A visit visa cannot be converted into a work visa in Qatar, and licensed recruiters may not charge workers recruitment fees.

People search for "Qatar work visa for Pakistani", "from India" or "from Nepal" and meet pages from recruitment agencies. Many give fee figures and promises we cannot verify. This guide sticks to what we could confirm: the Pakistan Embassy in Doha's FAQ on manpower, Gulf Times reports on Qatar Visa Centres, Labour Law Articles 33 to 36, and our earlier research on Hukoomi pages. Qatar's and Pakistan's official sites would not open from our system, so treat details such as fees and forms as things to check.

The route in five steps

The Pakistan Embassy's FAQ gives this recruitment mechanism for Pakistani workers, and the same pattern applies in outline for other countries with a Qatar Visa Centre.

1. **Secure a job.** Through a licensed overseas employment promoter or directly with the foreign company. For Pakistan, the FAQ says all available jobs for Pakistanis are uploaded on the Bureau of Emigration and Overseas Employment website, and that big employers such as Qatar Airways and Ashghal also recruit directly.

2. **Go to the Qatar Visa Centre.** The worker signs the agreement and submits the required documents. See Qatar Visa Centres.

3. **Medical examination and biometrics.** The FAQ says that if the medical result is fit, biometric verification follows.

4. **Employer applies for the visa.** The FAQ says the QVC asks the employer to apply, and Gulf Times (2018) says a visa reference number from the Ministry of Interior comes first. The sources differ on the order.

5. **Ticket and travel.** Once the visa is approved, the employer provides the tickets, per the FAQ.

What the employer files

The Pakistan Embassy's FAQ says that for manpower demand attestation the employer must submit: a demand letter; a power of attorney; a sample employment contract; a company undertaking on salary, food, accommodation and medical; all attested by the Ministry of Foreign Affairs and the Chamber of Commerce in Qatar; the minimum wage statement (basic QAR 1,000 plus food QAR 300 plus accommodation QAR 500); the visa approval tracking number; the establishment or computer card; the sponsor's Qatar ID; a copy of the commercial registration; and contact details for the HR manager and the Qatari manpower agency. It lists a fee of QAR 33 per document or demand plus QAR 3 for card charges. This is an employer-side requirement, not something the worker pays.

What the worker should have

We found no official worker document list. In general expect to need your passport, the job offer or draft contract, the visa reference or approval number, photos, and your education or experience certificates for skilled jobs. Ask the employer or the Qatar Visa Centre for the exact list. Be careful with agent claims about degree attestation steps and timelines, because we could not confirm them on official pages.

Fees: who pays

Labour Law Article 33 says licensed recruiters may not collect from the recruited workers any recruitment fees or other charges, and Article 34 says the agent works under a written contract with the employer and that its responsibility ends when the worker arrives and is delivered to the employer. Read recruitment fees in Qatar: who pays. Agency websites quote visa costs in the tens of thousands of rupees, mostly paid by the employer, but those figures are marketing, not official, and we do not repeat them. Law-firm summaries we saw reported a QAR 300 visa fee and a QAR 20 contract authentication fee for employers. We did not confirm them on an official page.

What is not allowed

  • **Visit visa to work:** the Pakistan Embassy FAQ says a visit visa cannot be converted into a work visa in Qatar.
  • **"Azad" or free visas:** the FAQ calls them illegal and warns that workers lose legal means to challenge wages and may face deportation.
  • **Selling visas:** see fake Qatar job offers.

When you arrive

  • Your employer arranges your residence permit and Qatar ID. Hukoomi's page, summarised in our types of Qatar visas guide, says conversion takes about two to four weeks.
  • You attend the Medical Commission in Qatar. See Medical Commission appointment problems.
  • Your employment contract is authenticated. See check your employment contract online.
  • Your passport stays with you. See can my employer keep my passport.
  • If your permit is slow, see work permit delayed.

If you want to change jobs later

The Pakistan Embassy FAQ describes the Ministry of Labour's online change-employer process, with a notice period of one month if you have worked two years or less and two months if more than two years, and says leaving Qatar without giving notice can mean a one-year bar on returning to work. Our own notice period guide follows the older Labour Law text, and we have not reconciled the two, so check the Ministry of Labour before you act.

What we could not verify

  • The official worker document list and any Qatar Visa Centre fees.
  • The exact order of the visa reference number, QVC visit and visa approval.
  • Rules in India, Nepal, Bangladesh, the Philippines and Sri Lanka for licensed recruiters and registration of workers. We did not read those governments' pages.
  • Current visa fees and processing times, which agencies quote without sources.
