Fake Qatar Job Offers: How to Check an Agency and Avoid Scams
The Ministry of Labour has published a list of 221 registered recruitment companies and warned that professional-looking adverts can be fake. How to check an agency, which payments are a red flag, and why a visit visa cannot become a work visa.

Fake job offers for Qatar spread by WhatsApp, Facebook and SMS, often with a believable logo and an offer letter. This guide collects what Qatari and Pakistani official statements say, as reported or published, about checking an offer. The Ministry's campaign was framed around domestic worker recruitment, so check whether the list fits the kind of job you were offered. We could not open the official Ministry of Labour site, so use the QR code or the Ministry website for the list itself.
What the Ministry said
The Peninsula reported on 2 September 2026 that the Ministry of Labour issued the list on its website and through a QR code in an awareness campaign. It warned that not every recruitment advert is what it appears to be, that fraudsters may impersonate legitimate agencies, and that a professional-looking advert should not be taken as genuine. People should verify the source before acting or paying, and check whether the agency behind the advert is on the official list. The report says domestic workers must be recruited through licensed offices.
Five checks before you pay or travel
1. **Is the agency on the Ministry list?** Use the Ministry's list or QR code. If the page says an agency is not listed, stop.
2. **Is there a named employer?** Ask for the employer's name and commercial registration number. Our guide to checking a company in Qatar explains the CR check.
3. **Is there a visa?** Ask for the visa number and check it. See how to check a Qatar visa before you travel.
4. **Is there a contract you can read?** The contract is signed at the Qatar Visa Centre in several countries. See Qatar Visa Centres. Once you are in Qatar, you can view the authenticated copy using our guide to checking your employment contract online.
5. **Who is asking for money?** Under Labour Law Article 33, people licensed to recruit workers from abroad for third parties may not collect from the recruited workers any recruitment fees or other charges. See recruitment fees in Qatar: who pays. Treat every request for a "processing fee", "visa fee", "medical fee" or "security deposit" paid to an individual as a reason to stop and ask for it in writing.
Visit visa and "free visa" traps
The FAQ of the Pakistan Embassy in Doha says that under Qatar's labour law a visit visa cannot be converted into a work visa in Qatar. It also calls the "Azad visa", where a person works for someone other than the visa holder, an illegal practice under the labour law, and says workers on such arrangements cannot challenge wages through legal means and may face deportation. Anyone who offers a job through a visit or tourist visa, or sells a "free visa", is asking you to take that risk. Our guide to types of Qatar visas covers the real categories.
Red flags
These points are our advice, based on the sources above.
- Pressure to pay today or lose the job.
- A personal bank account, mobile wallet or cash handover for "fees".
- An offer from a company you did not apply to, or a recruiter who will not give an office address.
- Promises of a high salary for no experience, or of conversion from a visit visa.
- A visa copy that you cannot verify, or a contract signed only on WhatsApp.
- Email from a free address while claiming to be a large company. Large employers are impersonated too. See Qatar Airways jobs and how to avoid scams.
Where the genuine channels are
The Pakistan Embassy FAQ says jobs for Pakistanis are posted on the Bureau of Emigration and Overseas Employment website, that applicants apply through an authorized overseas employment promoter, and that some companies such as Qatar Airways and Ashghal recruit directly through their own websites. Other countries have their own rules, which we have not covered.
If you have already paid
1. Stop paying. Keep every receipt, transfer record and chat.
2. Report to the police in your home country and contact your country's embassy or labour office in Qatar.
3. If you are already in Qatar, see how to file a labor complaint and how to file a police report in Qatar.
What we could not verify
- The Ministry of Labour list itself (we only read the news report) and whether it covers every type of job.
- How to report a fake agency to the Ministry, since we did not find a dedicated channel on an official page.
- Home-country rules for agent licensing outside Pakistan.
