How to File a Labor Complaint in Qatar: Step by Step

How to File a Labor Complaint in Qatar: Step by Step

If your employer is not paying you on time, ignoring your contract terms, or putting you in unsafe conditions, you have a formal path to raise it, and it does not require a lawyer or cost anything. The Ministry of Labour runs a dedicated complaints system built specifically for this, and it is used constantly. Here is exactly how the process works, from filing to resolution.

What counts as a valid labor complaint

Common, valid reasons to file include unpaid or delayed salary, working hours beyond the legal limit without overtime pay, unsafe working conditions, denied annual leave, withheld travel documents, or an employer refusing to honor contract terms. How to file

Hukoomi's page for the Ministry of Labour's Unified Platform for Complaints and Whistleblowers, which we read in September 2026, is the official route we could confirm.

  • Online: Hukoomi says citizens, expatriates, and establishments can file a complaint against entities subject to Labour Law No. 14 of 2004 on the platform. It is free and available 24/7. The steps are to open the service on the Ministry of Labour website, click Apply, choose Submit a Complaint as an individual, enter your QID or visa number and the mobile number linked to your ID, request an OTP by SMS, click Submit a New Complaint, choose the complaint type, fill in the form, attach the required documents, and review before submitting.
  • Phone: Hukoomi's employment contract page lists the Ministry of Labour hotline as 16505 or 44068979, so use that to ask about filing by phone.
  • In person or by SMS: some guides list an SMS number, a different hotline, and labour office locations. We could not confirm those on an official page, so we do not repeat them. Ask the ministry hotline what currently applies.

What happens after you file

Hukoomi's page does not describe what happens after submission. General guides say you receive a reference number, the employer is notified, and both sides are invited to mediation, but we could not confirm the timing. One guide says mediation is typically scheduled within 3 to 7 working days. Treat that as unverified, keep your reference number, and ask the ministry for the schedule.

If mediation does not resolve it

Guides say unresolved disputes go to a Labour Dispute Resolution Committee, and that the committee aims to decide within about three weeks of the first hearing. We did not find an official page stating those timelines or that decisions are enforceable immediately, so confirm the process with the Ministry of Labour before you rely on them.

Real problems people run into

  • I am afraid my employer will retaliate if I file. We could not confirm the legal protections against retaliation on an official page. Ask the Ministry of Labour hotline about protection before you file, and keep copies of everything.
  • I don't know my QID or visa number. Hukoomi says you can log in with your QID or visa number, plus the mobile number linked to your ID, so use your entry permit if your QID has not been issued.
  • I already left Qatar, can I still file? We could not confirm this. The platform needs a mobile number linked to your ID for the OTP, so ask the ministry, and file before you leave if possible.
  • My complaint has not moved in weeks. Follow up using your reference number through the same channel, and call the ministry hotline for the status.
