Part-Time and Freelance Work in Qatar: Are You Covered by the Labour Law?
What the 2026 Labour Law amendments say about part-time and freelance workers in Qatar, why sources disagree, what protections may follow, and what to check in your agreement now.

Part-time and freelance work is growing in Qatar, and people often ask whether the Labour Law protects them: minimum wage, notice, gratuity, leave. Until mid 2026 the answer was unclear. Law No. 9 of 2026 addressed it in a way that reads differently depending on who is describing it. This page sets out what the sources say. It is general information, not legal advice.
What the sources say
| Source | What it reports |
|---|---|
| K&L Gates, Crowell & Moring, Clyde & Co | Part-time and freelance workers are expressly excluded from the Labour Law's scope. The Council of Ministers may, on the Labour Minister's recommendation, apply all or part of the law to them or issue separate regulations |
| QNA (official news agency) | The law sets a legal framework for part-time and freelance work, with implementing decisions at a later stage |
| Qatar Living (27 July 2026) | Says both that these workers are expressly excluded and that the law formally recognises these arrangements and brings them inside the framework. The page is inconsistent |
The two descriptions fit together if you read "excluded from the Labour Law" as "covered by their own regime to come". Until the implementing decisions are published, we found no source that says which rules protect a part-time or freelance worker in the meantime. That is a gap, and we do not fill it with a guess.
What this could mean in practice
- Entitlements the Labour Law gives employees, such as the minimum wage, notice periods, end of service gratuity and the Labour Dispute Committee, may not apply automatically to a worker outside the law. Our guides on the minimum wage, notice periods and gratuity describe what employees under the law receive.
- Your written agreement matters more. It should say the pay, the hours or deliverables, the payment date, the notice and how disputes are handled.
- The Council of Ministers can extend parts of the law later, so watch for decisions.
Check your status first
Before you take any part-time or freelance work, check three things:
1. **Residence and work permission.** A resident's permission to work depends on their permit and sponsor. Our guides to Qatar visa types and changing jobs without an NOC explain the basics. We found no source on a freelance permit, so ask the Ministry of Interior and Ministry of Labour. Working without the right permission is a risk, and our guide to fake job offers shows common traps.
2. **Whether the arrangement is really employment.** A person who works set hours for one employer under its direction may be treated as an employee whatever the paper says. We found no source on how Qatar decides this, so get advice.
3. **Payment terms.** Put the amount, the due date and the way you will be paid in writing, and keep invoices and messages. Our guide to paying employees under the WPS applies to employees, and we found nothing that says it covers freelancers.
If you employ part-time or freelance help
Employers should use written agreements, keep clear records and watch for the Ministry's decisions. See hiring an employee in Qatar for the permit steps for employees, and the 2026 Labour Law overview for the other changes.
What we could not verify
- The text of the exclusion and the date the implementing decisions will come.
- Which rules protect part-time and freelance workers until then.
- Whether and how a freelance permit or licence is available.
Frequently asked questions
Does the Labour Law cover freelancers in Qatar?
Law firms report that part-time and freelance workers are expressly excluded from the Labour Law after the 2026 amendments, although the Council of Ministers can extend some or all of it or issue separate rules.
Is there a freelance visa in Qatar?
We found no source describing a freelance permit. Ask the Ministry of Interior and Ministry of Labour before working outside your sponsor's employment.
Why do sources disagree about part-time and freelance work?
Law firms stress that these workers are excluded from the Labour Law, while QNA stresses that the law sets a framework for them with decisions to follow. Both can be true until the implementing decisions are published.
