Dress Code in Qatar: What to Wear and What Is Actually the Law
What visitors and residents should wear in Qatar, why most advice is custom and not a legal rule, where you can be refused entry, and what the rules are at beaches, malls, mosques and government offices.

Dress code is one of the first things people ask about before moving or visiting. The honest answer has two parts: what is common courtesy, and what a building or employer can actually enforce. This guide separates them, using a DohaGuides guide updated on 8 November 2025 and a search summary of other reports. We found no official visitor dress code page, and we could not open the visitqatar.com site, so confirm anything specific with your hotel, employer or venue. It is general information.
Is there a dress code law in Qatar?
DohaGuides says most of its tips are advice from residents and are not part of any local law or announcement. It quotes the point plainly: you will not be arrested in Qatar for wearing shorts above the knee or a sleeveless top, while still advising visitors to respect local culture. The formal rule it cites is Circular No. 13/2024, which covers government employees. A search summary of 2014 reports describes a grassroots campaign asking visitors to cover from shoulders to knees, and says that too was not a law. The message is custom first, rules in specific places.
What should men wear?
DohaGuides suggests shirts, T-shirts or polo shirts with chinos or cargo trousers. Shorts should reach at least the knee. Avoid sleeveless tops and shirts with offensive slogans. Going topless is discouraged in public and fine only at a private beach or pool.
What should women wear?
DohaGuides says to cover shoulders to knees, and says women are not required to cover their heads. Skirts and shorts are fine if they are not too short or skimpy, and leggings are suggested under anything short. It advises avoiding spaghetti straps, sheer tops, sleeveless tanks, tight capris, low necklines and showing the midriff or cleavage. A search summary adds that knees matter most in professional settings, particularly when you sit down.
Where does it matter most?
| Place | What to expect |
|---|---|
| Malls and souqs | DohaGuides says it is important to observe the dress code, because many nationalities mix there. A search summary says venues can refuse entry to people who ignore it, though enforcement is inconsistent. |
| Mosques and museums | May be stricter and can limit entry unless you are fully covered. DohaGuides names the Museum of Islamic Art as an example. |
| Hotel pools and private beaches | Swimsuits, including bikinis, are acceptable. Cover up when you leave the pool or beach area. |
| Public beaches | Two-piece and skimpy suits are uncommon. Burkinis are a common option. Topless sunbathing is not allowed almost anywhere. |
| Government buildings | Rules apply to employees. Under Circular 13/2024 as DohaGuides describes it, Qatari men wear traditional dress, non-Qatari men dark suits with a shirt and tie, and women abayas (Qatari) or work suits (non-Qatari). |
Our guides to beaches in Qatar, museums in Qatar and shopping malls in Qatar list places where this matters. If you are moving here, dining etiquette in Qatar and our first week in Qatar checklist cover the other customs.
A simple packing rule
- Pack tops that cover your shoulders and bottoms that cover your knees, in light fabric because of the heat.
- Carry a light scarf or shawl in your bag for mosques, museums and government offices.
- Bring a cover-up for the walk from the pool or beach to your room.
- At work, follow your employer's dress policy, which can be stricter than custom. Our disciplinary penalties at work guide explains what employers can and cannot do.
Photos and conduct
Dress is only one part of respecting local norms. Our guide to photographing people in Qatar explains why taking and posting photos of others can be a separate problem, and the Qatar alcohol permit guide covers drinking rules.
What we could not verify
- An official visitor dress code from Qatar Tourism or visitqatar.com. We found none we could open.
- Any fine for dress code violations. DohaGuides mentions none.
- Current rules at specific malls or attractions, which change and are set by the venue.
