Qatar's Summer Midday Work Ban: Rules, Dates and Your Rights
When outdoor work is banned in Qatar's summer, what Ministerial Decision No. 17 of 2021 covers, how it is enforced, and what workers can do if they are made to work in the heat.

Qatar's summer heat is a real safety issue for outdoor workers, and the midday ban is the main rule. This guide follows reports of the Ministry of Labour's announcements and the Labour Law's safety articles, which we read on Al Meezan. We did not read the ministerial decision itself, so we say where we rely on reports.
The rule
Reports describe Ministerial Decision No. 17 of 2021 regarding the regulation of working hours in open workplaces during the summer as applying from 1 June to 15 September each year and prohibiting work in open outdoor areas between 10 am and 3:30 pm. Qatar Tribune reported on 31 May 2026 that the ministry urged employers to comply with the regulations, and reports say the Ministry of Labour launched an awareness campaign on 1 June 2026. The Ministry defines outdoor workplaces, as reported, as those where workers are directly exposed to solar radiation, humidity, and heat.
Delivery riders
The Peninsula reported in June 2025 that motorcycle and bicycle delivery services were restricted during the same hours and that only air-conditioned vehicles such as cars could operate. We did not confirm the 2026 arrangements, so check the ministry's announcement each year.
Enforcement
The Peninsula reported that labour inspection departments make frequent site visits and that violators could face partial or full worksite shutdowns. It did not state fine amounts, and we did not find them. It also reported a hotline for the public to report violations on 40488248 in 2025. Confirm the number with the ministry before you rely on it.
Your wider safety rights under the Labour Law
The Labour Law's safety articles apply all year. Article 100 requires the employer to take all precautionary measures to protect workers from occupational injury or disease and bars the employer from charging workers or deducting pay for providing them. It says that if the employer does not take precautions, or a danger threatens workers' health or safety, the Labour Department can raise the matter to the Minister for a partial or total closure of the site, and the employer must pay workers in full during the closure. - Note the date, time, location, and who gave the instruction.
- Take photos or video if you can do so safely.
- Raise it with your supervisor or HR in writing.
- Report it through the Ministry of Labour hotline, which Hukoomi lists as 16505 or 44068979, or the public reporting line reported above.
